Waiver of Site Plan Review for site modification

Heal, Inc seeks a waiver of site plan review for several elements of the previously approved site plan for an Offsite Medical Marijuana Dispensary (OMMD) at 660 Main Street. The changes, which are detailed below, should result in significant construction cost savings, with only minor impact on the facade of the site. Heal believes that the elimination of a parking area to the right of the building will enhance the site's appearance.

Proposed Changes:

  • The lower level of the building will not be finished as initially contemplated. All of Heal's operations will take place on the main floor which is level with the parking lot. The exterior stairs which led from the faux front door facing Route 20 to the parking lot have been eliminated as they were deemed operationally unnecessary.
  • Heal has had several meetings with Fire Chief Grasso, who has indicated that sprinklers are not required for the building. The Fire Chief has also indicated that it is not necessary to install a fire hydrant at the intersection of the new driveway and the existing business park access road. His preference is for a new fire hydrant located on the north side of the drive adjacent to the first parking space. Heal has changed its plans accordingly. The Fire Chief did not have any issued with the revised site plan and parking configuration. The parking area has been reconfigured to limit the parking area to the rear of the building, and the total number of parking stalls has been reduced from 31 to 27; this number complies with the Zoning Bylaws.
  • The elimination of the side parking area simplifies the grading issues for the site. The areas around the building will be graded with a 3:1 slope and will not need ground cover to stabilize them. This means that the original vision of the building as a barn in a field can be realized. The enclosed landscaping plans are largely the same but have fewer periwinkle and juniper plants, since those plants were included to stabilize the 2:1 slopes. The revised proposal contains less impervious surface, however the size of the proposed infiltration structure has not changed resulting in the design being slightly more conservative than before.
