246 & 236 Haynes Street / Route 15

This project proposal includes two parcels on Route 15. The former Roy Rodgers at 234 Haynes Street/Route 15 and the gasoline service station at 236 Haynes Street/Route 15.

In accordance with the provisions of M.G.L. Ch. 40A, §11, the Zoning Board of Appeals held a Public Hearing at the Center Office Building located at 301 Main Street on Wednesday, March 21, 2018 at 7:25 PM on the application of Petrogas Group New England Inc. The applicant requested a Special Permit pursuant to Chapter 20, Section 20.05 and Section 24.09 of the Zoning Bylaw to allow for redevelopment and renovation of the pre-existing non-conforming retail gasoline service station and convenience store and former restaurant facility to a non-conforming gasoline service station, convenience store and fast food establishment.

The project scope includes:

  • Demolition and removal of the existing Mobil building and canopy
  • Renovation of exterior and interior components of the Mixed-Use Building to accommodate the gasoline service station, convenience stores (i.e. 7-Eleven) and two fast food establishment uses (i.e. Burger King and Subway) having an approximately 6,680 s.f. floor area
  • Construction and installation of 2 new canopies that will cover the new fuel dispensing areas containing 6 fuel dispensers (12 fueling locations) and 4 diesel truck fuel dispensers (3 fuel locations)
  • Replacement of the Existing Freestanding Sign Structure with a New Freestanding Sign Structure and installation of wall and canopy signs
  • Installation of a 35-foot tall flagpole for a U.S. flag
  • Modification of the existing layout, including driving aisles, parking, and loading areas, curb cuts and landscaping
  • Construction of a drive-through service lane to service Burger King restaurant
  • Construction and installation of other related improvements and facilities, including underground storage tanks, repaving of the driveways and parking areas, installation of outdoor seating and playground equipment and upgrading of stormwater, septic and water supply and facilities.

At the meeting on  March 26, 2018, the Board voted 6-0 to grant the Special Permit. The Decision can be viewed here.

Please be advised that the Sturbridge Zoning Board of Appeals has issued a Decision File#2018-2SP to approve a Special Permit to Petrogas Group New England Inc.  The Decision was filed with the Town Clerk on March 30, 2018. The application and site plans are available for review with the Town Clerk. Please note that there is a twenty (20) day appeal period. During this appeal period any aggrieved party can appeal the Decision of the Sturbridge Zoning Board of Appeals pursuant to MGL, Chapter 40A, Section 17.  The appeal period will end on April 19, 2018.
